It has been recognized that not all the needs within the Palestinian society were covered, with so much demand for specific services for Palestinians who face daily challenges, mentally, socially, psychologically and physically, Hand Without Limits Foundation ( HWL), sought to bring into surface this project, in which HWL will provide aid and guidance, and will provide the necessary training, workshops, educational sessions for Palestinian community mainly in rural areas in which they have lack of knowledge of citizen's media.

The Citizen media Is considered one of the most important tools and forms used in raising community awareness among all sectors of society in general and for underrepresented population in particular. Citizen media is considered to be a core of development, socially, politically, and in every level.
In the Palestinian case, and because of its sensitivity, underrepresented community, face many social complications as a result of political, economical and social changes and they have no means of modern tools nor have access to computers or internet, they go through, Therefore the use of new modern tools became an urgent necessity.

How many participants do you think will be trained in your project?
There will be a number of 100 people, mainly women will be involved. HWL will encourage participants to be involved during and after the project by showing them the fruitful result they achieve when they participate and the knowledge they gain.

social skills – by learning cooperation through watching useful media programs and using computer and websites, that show cooperative and helping behavior.

creative benefits – by developing skills in imagination, art and modeling, music and media, through using software to create a picture, or being inspired to make something by a TV show.

Describe the facilities where you will hold the workshops.
The city hall will be used for the workshops and training, and we will depend on their computer lab or the school's lab if available. Approx 10 computers will be using 1/12 mb, wireless routers will be used during the process and wire.
What is your current relationship with the community with whom you plan to work? What makes you the most appropriate individual or organization to implement this project?
Our organization works closely to the community and has a good reputation in the region.
What specific challenges do you expect to face when planning and implementing your project?
The project might face some obstacles in the form of low professional journalistic standards, a lack of financial resources, fragmented legal frameworks and an undemocratic political system. There is also a risk that in patronage societies, the citizen media and social media may not be able to break free from its political constraints and may operate according to clientelism or be captured by private interests (‘media capture’).
How will you measure and evaluate the project’s impact, specifically: your primary participants, the wider regional community, or the global digital community?
AT THE BEGINNING OF THE PROJECT, WE WILL ARCHIVE THE ACTIVITIES INFORMATION AND FACILITATE THE PROJECT’S ACTIVITIES, THIS WILL HELP US TO RESPOND TO THE ACTIVITIES REQUESTS INCLUDING FINANCIALS.
– MONITORING THE ACTIVITIES TIME FRAME IN ORDER TO RESPECT THE IMPLEMENTATION TIME AND IMPLEMENT ALL THE ACTIVITIES ACCORDING TO THE TIMETABLE.
FIELD VISITS BY THE PROJECT’S FIELD COORDINATORS TO THE TARGET LOCATIONS IN ORDER TO DISCUSS THE TRAINING NEEDS. THE EXECUTION OF ACTIVITIES AND THE IMPLEMENTATION QUALITY. THE LEVEL OF PARTICIPATION IN THE ACTIVITIES AND THE PROCESS WHICH WILL OPEN THE DOORS WIDELY INTO THE YOUTH AND CHILDREN TALENTS TO IMPROVE, PARTICIPATE, SUPPORT OR OPPOSE WHENEVER A SUBJECT ARISES FOR DISCUSSION WITHIN THE COMMUNITY.
If your project were to be selected as a Rising Voices grantee, what would be the general timeline of project activities in 2014?
• Increasing access to citizen media and new media of vulnerable and underrepresented community. through:
a) Educational activities. (workshops, lectures, film screening and open discussions.
b) Training workshops for target groups on media interviews.
c) Training sessions on how to write and produce media pamphlets and how to conduct / pass TV interviews.
d) Training sessions on e-learning tools, animations and the new media mechanism.
e) Encourage youth and children to create and produce programs that solve community issues .
f) Producing short films, episodes, about democracy, woman and children rights, youth issues, gender equality.
• Increasing the support of duty bearers to underrepresented communities demands.
• Enhancing the capacity of organizations who work in citizen media issues.
• Continuation of new media and citizen media training campaigns.
