Create a Radio (internet and radio wave) and a network communication system for Rincón. We will set up first a social Forum for Mariamulata Cultural Center, then an internet radio station open to local and communitarian use. The oral tradition and storytelling roots are rich as music and culture. .We will use the machines and the internet service already installed.Three specialist and experienced people that had already worked with radio and internet opensource technologies will do the workshops. Participants will be invited by the local tutors and active people from the village.

Describe the specific community with whom you will be working.
There are basic needs that are not resolved such as a water supply system, so there is not a cable system with internet. But in mariamulata they managed to have a anthena and server system, first with the gouverment now with an internet enterprise (UNE). People are starting to learn how media and internet can be a source of knowledge and communication. It helped this few years to open and exchange the experiences on networks.. I collaborate with the small library since 12 years. We have learned and make important positive changes in there, that makes me want to continue, there are incredible people. What kinds of news, stories and other content will be created?
We are aware of the importance to spread knodlege and thougt. Oral traditions, storytelling and music is one of the main sources used for transmiting knodlege in this community. As always, these traditions never had any kind of copy rights limited licences. People had learn about it with the arrival of Record Bussiness that abused musicians. The idea of the radio is to open and reinforce the tradition of sharing music, knoledge, thoughts without no limitations using internet. We will engage the use of creative commons, move commons and copyleft licences. We will also reinforce the importance to introduce practices on communication networks to empower cultural processes and other alternatives to use internet.

Mariamulata Lectora is the cultural center in Rincón del Mar, a caribean village. I started to collaborate with it 11 years ago since it existence. I created Laborincondelmar, a blog that helped me do networking and developped ideas to put in practice and socialize Mariamulata with : Organizmo, LabSurLab, Red Caribe, unloquer, aLabs and other similar initiatives with similar goals: permaculture, empowerment, kids, culture, music, opensource technologies. Now days, for this proyect we got counseling from : aLabs (España), Trewa (cazadores de auroras) a communitarian radio in Barranquilla, Makaia, LaboMedia (France), Ursula Gastfal (France), Brolin (Unloquer/Medellín). We will be in partnership with them directly with some participants that will came from near places and virtually.
How many participants do you think will be involved in your project?
A main group of 5 to 8 participants for the first and second workshop to set up the forum and make the radio station : this technical training is associated with training in Copyleft licences.This will be great for all local musicians.Then some of them will have special training to teach others and continue spread the knoledge with other workshops and permanent training to all the people and kids involved closely with Mariamulata. They will be able to help organizing groups. The space is ready with a digital room with some computers, a sever must be installed for this purpose and help stabilizing the internet service with UNE to give continuity to the project.It is important to stablish some goals at the begining to make some young people responsible with the project. Describe which technologies, tools, and media you will focus on when training participants.
Servers, computers, opensource software, radio transmitters, radio receptors, audio live recordings. Opensource technologies for streaming, such as Icecast, ffmpeg2theora for compression, audio signal encoding and transmision to an Icecast server on internet.
We will manage creative commons licences and free culture, we will use internet repositoires that allows protection to the cultural contents created, helping other cultural creatives to come and propose ideas on the radio using as well creative commons licences. Describe the facilities where you will hold the workshops.
Space with climatisation, tables, chairs, 10 computers interconnected, cables. For internet there are USB modems but also satelite internet with an anthena.
What is your current relationship with the community with whom you plan to work? What makes you the most appropriate individual or organization to implement this project?
I have work with directly with the community for about 6 years. I am familiar with the community for more than 20 years. Ihave experience with media; internet, video and many media networks around the world with who I collaborated for many projects and festivals. I have experience organizing worshops as independent and as teqcher in diferent universities. THere are a few networks I konw well with speciqlized people managing this kind of projeppcts and are happy to collaborate in this project the know about for longtime ago.
What specific challenges do you expect to face when planning and implementing your project?
An important goal is to build an antena with the community, our proposal is to make it based on the ‘Minga’ method, in this manner we will project the participation from interested people from Rincón del Mar, something that without hesitation will empower the local appropiation of the radio from the community. The ‘Minga’ is a precolombian tradition with social utilities goals. It could be for different proposals dedicated to common goods. Another goal is the distribution of contents, we will solve this by alternative mediums and specific technical trainings in advanced comunications with the minimum of resources. Internet brings big chances to spread projects beyond the phisical frontiers and joint several similar proposals from the region. We will open posibilities with free open source
How will you measure and evaluate the project’s impact, specifically: your primary participants, the wider regional community, or the global digital community?
We will be able to measure the project impact by how people participate on games proposed through the radio by kids and engaged people involved on the workshops. We can measure the global impact by the diffusion via radio; the local cultural content (music) will be on repositories on internet and they will have counters where we can see how many people connect and enjoy such rich content.
Localy we can measure it by the quantity of organisations and groups of people getting involved releasing content uploading them online with free licences.
If your project were to be selected as a Rising Voices grantee, what would be the general timeline of project activities in 2013?
We want to start the project with workshops in the begining of August until the end of September. Then follow it again, under our management in December.
There will be two kind of workshops. The first month will be dedicated to internet radio station with all the technical improvements made for make it happen and continue. Install a server, install the web page and the radio, explain how it works and how to plan a radio program and podcast.
The second month, September 2013, will be dedicated to do a workshops with kids making small radio electronic transmitors and to put in place an analogue local pirate radio for the village. This with the aim to organize and introduce the potential of local radio communication for communitarian use, knodlege transmision, sharing, joy and cultural expressions.
Detail a specific budget of up to $4,000 USD for operating costs.
1rst month project : we need 450 dollars for accomodation and food for a month and two volontiers. 1000 dollars for transport facilities. 1000 for materials, fees and for unanticipated issues.
2nd month project : we need 700 dollars for the radio transmitor, anthena and materials for the radio station. 1000 for accomodation and workshops. 830 dollars for transport facilities.
Besides the microgrant funding, what other resources and support are you seeking for your project to ensure its success?
It will be great to support out efforts trying to convince UNE internet services to set up a stable internet system for the village
