DCL is an initiative to promote Cameroon laws and give citizens the possibility to criticize and make suggestions to improve them and as such, we will be addressing the needs of: Demystification and vulgarization of laws, Community involvement in developing and enforcing laws. Our web platform could be used to Monitor the popularity/unpopularity of laws, get alerts of the challenges faced in the implementing laws and legal e-consulting.

What kinds of news, stories and other content will be created?
Our vision is to develop a database of content from citizens as participation in the development, implementation and reinforcement of laws in Cameroon
Media output involves:
* Critics on laws and suggestions to ameliorate them from the youths
both in text and video formats,
* Human Rights alerts and complaints from citizens,
* Publication of laws,
* Debates from the universities and the press on law issues.

Describe the connections that you or your organization have already established that will contribute to the success of the project.
We implemented the following projects in the same community:
Techno-Holidays: To prepare youths for the digital age. More than 1000 students were trained in universities on ICTs (http://www.ivission.net/Techno_Holidays.htm )
Netsquared Cameroon: We created networks in universities in partnership with Netsquared/Techsoup Global USA (www.meetup.com/ivissionbuea, www.meetup.com/ivission ) Youths use these networks to list and sort out challenges.
How many participants do you think will be involved in your project?
We will train 250 participants including:
•50 representatives from civil society organization working on issues related to the law and Human rights,
•200 university students studying in different fields.
Our web platform will serve the purpose of communication and sustainability. Human Rights organizations will take the relay to further investigate alerts, and special prices will be offered for best publications every month as incentive.
