Recent upsurge in confrontation with civilians and members of the security forces is an indicator of the lack of knowledge of the Rule Of Law and one's responsibility as rights bearers under the Jamaican Constitution. This project aims to build respect for law enforcement through awareness of the Jamaican Constitution, Charter of Rights and other relevant data sources. The project will be implemented under two components:Component 1: Direct contact through a one-day workshop on related topic for 20 persons, Component 2: Micro blog of relation information on Facebook, Twitter and Blogger

Describe the specific population with whom you will be working.
The project will benefit directly members of the Mearnsville/Auldayr Community Development Committee (CDC), located in a rural community in the parish of Westmoreland on the South West cost of Jamaica. The project idea was discussed with the executive of the group who assisted in building out the design of the concept. The community currently has limited internet access and does not have any public representation online. Internet is accessed on a nearby kiosk that is inefficient or by going into the town centre. This group is a part of the proponents pool of community groups that she provides technical assistance to and they are the most active. The majority of members are computer literate and can sufficiently brown the internet and use software.

What kinds of news, stories and other content will be created?
It is expected that more Jamaicans will become aware of their responsibilities as a rights holder of being a citizen of Jamaica. More importantly, it will help to reduce some of the prejudices and intolerance that are common in society and activate respect for the Rule of Law. News on the Jamaican Constitution, Charter of Rights, Human Rights and other knowledge consistent with the Rule of Law will be published for information, knowledge and action.
What technologies and digital tools do you plan to use in the trainings?
Describe the connections that you or your organization have already established or plan to establish that will contribute to the success of the project.
Content for micro blog will be developed in discussions with the Ministry of Justice and other relevant Government of Jamaica departments and agencies to ensure accuracy after conversion to non-technical language. Business partnerships exists with key stakeholders of these
entities and will be strengthened during project implementation. There is also possibilities for future partnerships given the sustainability and scaling up of the actions to be started under this project window which will be used to kick-start planned advocacy activities.
How many participants do you think will be trained in your project?
A minimum of 20 individuals from the target community will be trained. There is an existing working relationship with the group for ongoing organisational development and capacity building of group members. Information to be provided under this initiative is a current need of the
community and the commitment has already been given. Additional, another 2,000 individuals will be informed from the online posts
Describe which technologies, tools, and media you will focus on when training participants.
The project organiser is trained, experienced and competent in development communications, advocacy, project management and cross-cutting issues of justice, rights, etc to be covered under the project. She is also competent with the use of ICT solutions and has an active online presence. Given its mobility, 4G internet service will be used for the training given the limited internet access by the community. PowerPoint, graphics, video and multi-media will also be used to enhance the training experience and optimise learning.
Describe the facilities where you will hold the workshops.
The training will take place at the church hall of the local church and school compounds. One desktop and one laptop will be brought in for training purposes and 4G internet wifi-enabled modem
What is your current relationship with the community with whom you plan to work? What makes you the most appropriate individual or organization to implement this project?
The organiser has been working with community for over two two years and providing technical guidance on project development and implementation as well as business development. Synergies already developed and the community's need are fully known and their culture understood by the organiser. This activity also fits into the core of larger actions planned for advocacy.
What specific challenges do you expect to face when planning and implementing your project?
At the moment there are no security concerns. Other challenges such as bad weather and unavailability of 4G data services on selected day of training could result in rescheduling of training. Other project activities are low risks
How will you measure and evaluate the project’s impact, specifically: your primary participants, the wider regional community, or the global digital community?
The following indicators will be used to measure the impact of the project:
1. Percentage of persons reporting change/increase in knowledge after workshop – target 50% of participants

3. Number of audience views – target 2,000
4. Number of knowledge posts – target 60
If your project were to be selected as a Rising Voices grantee, what would be the general timeline of project activities in 2014?
T he action seeks project support for six months from June 2014 to November 2014. However, the activities will afterwards be subsumed under the portfolio of the project organiser to ensure sustainability.
